NAVFAC Washington AOPS Vows to Bring ROICC Experience to Operations Department
In his new role, Devonis said he hopes to bring a field-level perspective to headquarters planning.
"I want to bring that field level perspective into higher-level planning so we can better support those offices that are focused on execution," he said, adding that he wants to strengthen communication and build a clearer common operating picture across NAVFAC Washington's divisions.
Devonis, a Seabee Combat Warfare Qualified Officer and registered professional engineer, earned a bachelor's degree in civil engineering and a master's degree in environmental engineering from the University of Massachusetts Amherst before commissioning through Officer Candidate School in Newport, Rhode Island, in 2012.
During his career, he has completed assignments including Naval Air Station Patuxent River, Naval Mobile Construction Battalion ONE in Gulfport, Mississippi, Naval Support Facility Diego Garcia and Naval Base Kitsap.
Devonis said he was drawn to return to NAVFAC Washington by the mission itself. "NAVFAC plays a critical, and often under-appreciated, role in keeping the fleet and the warfighter ready," he said. "That sense of purpose has stayed with me through every assignment, and I'm glad to continue contributing to it here."
He credited much of his development to the colleagues he has worked alongside throughout his career and pointed to his tenure at Andrews as a highlight.
"Working with an outstanding team, overcoming significant challenges and watching people grow in a short period is something I'll always remember," he said.
Devonis holds the Defense Acquisition Workforce Improvement Act Level III certification in contracting and was named NAVFAC Northwest's Military Engineer of the Year in 2021. He has received four Navy commendation medals and four Navy achievement medals.
